Board members present for regular session at 8:15 a.m. were: Homan, Shelley, Twombly and Wedemeyer. Sheriff was absent.
Also present: Mindy Schaefer, Sandy McCurdy, Stephanie Claussen, and Terry Holub
All motions were approved unanimously unless noted otherwise.
DEPARTMENT HEAD MEETING: The following were present in the Courthouse Courtroom at the department head meeting discussing the
Personnel Policy and County Procedures Manual: Janelle Schneider, County Recorder; Rich Wallace, Custodian; Rick Schaecher, VA Director;
Kevin Blazek, Conservation Director; Nick Kauffman, County Engineer; Brad Newton, County Sheriff; Gene Huddleson, Assessor; Brenda Wallace, County Treasurer; and Mike Maynes, County Attorney. Supervisor Sheriff entered at 8:35 a.m. The discussion ended at 8:45 a.m. the Board reconvened at 9:00 a.m. in the Boardroom.
MINUTES:
Moved by Sheriff and seconded by Homan to approve the minutes from June 12, 2013. Approved.

CLAIMS: Moved by Sheriff and seconded by Shelley to approve the following claims:
IA Association Of Bldg Mainten 2013 Annual School-Wal ace Youth Emer. Services &Shelter May Services Approved.
HEALTH CARE COALITION 28E AGREEMENT: Auditor Schaefer informed the Board that County Attorney Maynes has reviewed the 28E
Agreement and found the document satisfactory. Moved by Homan and seconded by Wedemeyer for the Chair to sign the 28E Agreement creating
Adair-Guthrie Prepares. Approved. Claussen exited at 9:05 a.m.

ICAP RENEWAL: Moved by Sheriff and seconded by Shelley for the Chair to sign the ICAP Renewal. Approved.
TRANSFER RESOLUTIONS: Moved by Sheriff and seconded by Shelley to approve Resolution #2013-40 – Transfers FY2013. Be It Resolved by
the Adair County Board of Supervisors to direct the Adair County Auditor to transfer $16,000.00 from the REAP Fund (0023) to the Lake Orient Safe
Room Fund (1530) per Request #01. Roll call vote: Twombly, aye; Wedemeyer, aye; Shelley, aye; Sheriff, aye; Homan, aye. Approved. Moved by
Shelley and seconded by Homan to approve Resolution #2013-41 – Transfers FY2013. Be It Resolved by the Adair County Board of Supervisors
to direct the Adair County Auditor to transfer $102,436.72 from the NW Wind Farm UR Capital Project Fund (1520) to the Secondary Roads Fund
(0020) for labor for TIF Bond Expenditures incurred through May 22, 2013 per Adair County Engineer’s Request #12. Roll call vote: Twombly, aye;
Wedemeyer, aye; Homan, aye; Sheriff, aye; Shelley, aye. Approved. Moved by Wedemeyer and seconded by Sheriff to approve Resolution
#2013-42 –
Transfers FY2013. Be It Resolved by the Adair County Board of Supervisors to direct the Adair County Auditor to transfer $75,747.58
from the Local Option Sales Tax Fund 0021 to the Secondary Road Fund 0020 for expenditures incurred in FY13 Thru June 5, 2013. Roll call vote: Twombly, aye; Wedemeyer, aye; Homan, aye; Sheriff, aye; Shelley, aye. Approved.
TAX CREDITS: Moved by Shelley and seconded by Sheriff to approve funding the Homestead Tax Credit at 100%, the Military Tax Credit at 100%,
Elderly and Disabled Tax Credit at 100%. Approved.

SHERIFF’S LONGEVITY: Moved by Homan and seconded by Shelley to approve the $0.05/hour longevity increase for Ron Hrubetz for 5 years of
service per County Sheriff Brad Newton’s recommendation. Approved.

COUNTY WEBSITE: Auditor Schaefer informed the Board that the County Website is having some issues that is requiring it to be rebuilt. ACES is
the current company that hosts and maintains the site. Due to staffing changes they no longer have someone on staff to maintain the site so they have been using a third party. This company has informed them that the program that was used to create our site is no longer being supported and they only update that can be done is to rebuild the site. Schaefer went out for bids from two companies. ACES - $7,875 and Access Systems - $6500. Auditor Schaefer also informed the Board that the hosting cost would be $360.00 per year for ACES and $140.00 per year for Access Systems. Moved by Homan and seconded by Shelley for the Chair to sign the Quote from Access Systems for $6500 to rebuild our site and to change the hosting to Access Systems. Twombly, aye; Homan, aye; Wedemeyer, aye; Shelley, aye; and Sheriff, nay. Approved.
NETWORK AUDIT: Auditor Schaefer shared the finding from the Network Audit that was done by Access System. The items that would need to be
purchased immediately are a firewall and switch. The cost of these two items and installation is $1,388.07. Moved by Sheriff and seconded by
Homan for the Chair to sign the quote to purchase the firewall and switch for $1,388.07 including installation. Approved.
