MEETING – APRIL 2, 2002
The meeting of the District Education Council, School District #2, was held in the Library at the Salem Elementary School, Sackville, NB on Tuesday, April 2, 2002. The Chairman, A. Richardson, called the meeting to order at 6:38 P. M. The following were present: A. Richardson welcomed council members to the meeting. A. Richardson presented the agenda with the following additions and changes: 6.3.2 to be moved to 6.4.2 to read Superintendent’s Monitoring Report for Moved by T. Dinan, seconded by G. Crossman, acceptance of the amended agenda. Motion carried. Council Policies 2.4 “Chairman’s Role” and 2.5 “Council Committee Principles” were Moved by M. Laltoo, seconded by T. Dinan, acceptance of the minutes of March 13, 2002, Regular Council Meeting. Motion carried. Moved by M. Laltoo, seconded by E. Savoie, that the District Education Council, District GOVERN-#2, refer the date for a governance facilitator to the DEC Executive. Motion carried. Moved by M. Mayes, seconded by E. Savoie, that the District Education Council, District CLOSURE OF #2, recommend to the Minister of Education that the Alma Consolidated School be closed effective July 1, 2002. Motion carried. Moved by C. Reid, seconded by B. McGrath, that the District Education Council, District CLOSURE OF #2, recommend to the Minister of Education that the Elgin Elementary School be closed effective July 1, 2002; and further, that the Superintendent be directed to design, with a report to the District Education Council in June 2002, bus routes for the students being transferred to Petitcodiac Regional School from Elgin Elementary School which will minimize transportation time to the greatest extent possible. Motion carried. M. Laltoo requested the District Office to bring information, district wide, regarding the Moved by E. Savoie, seconded by G. Crossman, that the District Education Council, District #2, request both directly to the Minister of Education and through the Minister’s PROGRAM Forum, the establishment of an incentive program designed to encourage legitimate school closures by offsetting negative factors through financial and renovation/construction improvements. Motion carried. Moved by M. Laltoo, seconded by M. Mayes, whereas school renovation and improvement projects carried out in phases are disruptive to programs; and whereas, such phasing allows for deterioration during construction thus increasing costs; that the District Education Council, District #2, recommend to the Minister of Education that; whenever feasible, through the provision of temporary student accommodations, all school renovations and improvement projects be carried out without interruption through to completion. Motion carried. Moved by M. Laltoo, seconded by C. Reid, that the District Education Council, District #2, petition the Minister of Education to immediately provide the funds required to complete all phases of the already approved upgrading and renovations of Bernice MacNaughton High School including renovations to interior classroom space for music and resource, roofing, exterior brick work and exterior site work; and that the District Education Council, District 2, also petition the Minister of Education to immediately provide the funding required to complete the previously approved upgrading and renovations to Queen Elizabeth School including improvements to the washrooms, corridors, ventilation system and boiler. Motion carried. Moved by C. Reid, seconded by E. Savoie, that the District Education Council, District #2, in preparation for the annual submission of Major (Capital) Projects Requests, study MHS the Master Plans currently available for Harrison Trimble High School and Moncton High School with a view to formulating specific design requests for both facilities previous to June 30, 2002. Moved by M. Laltoo, seconded by T. Dinan, that the District Education Council, School District 2, refer the review of Section 8 of the Department of Education Policy 409, Effective Use of School Facilities, to the District Education Council Executive. Motion “EFFECTIVE USE OF SCHOOL FACILITIES” Moved by M. Laltoo, seconded by T. Dinan, that the District Education Council, School District 2, establish a committee to look at design requirements of Harrison Trimble and Moncton High schools for submission as capital priorities with representation from District Staff, Principals and District Education Council. Motion carried. A. Richardson gave the following report: • Update on PISA Meeting in Fredericton on March 19th. Concerns regarding the advertisement in the Times/Transcript from the Francophone Department of Education recruiting French teachers in New Brunswick for the State • Strategic Planning Session in Memramcook – to send a thank you note to Lynn Moved by C. Reid, seconded by M. Laltoo, that the District Education Council, District #2, express to the Minister of Education, our deep concern regarding the Department of Education’s participation in advertising for second language teachers for the State of Louisiana, as these teachers are required within the province under Policy 309. Motion • Tentative agreement with CUPE Local 1253 • Very successful parent/teacher interviews and PD on March 27th. • Dates for the Regional Drama Fest (handout) • District 2 April Professional Development Opportunities (handout) • Central/West Community of Schools – Dare to Care 2002 Calendar (handout) M. Laltoo reported that the FSL Focus Groups are now complete with a target date for a Z. Watson presented the Monitoring Report, Policy 1.4 – Curricular Expectations. Moved by C. Reid, seconded by E. Savoie, that the District Education Council, School District 2, accept the Monitoring Report, Policy 1.4 – Curricular Expectations and refer deliberations to the Policy Review Meeting to the Committee of the Whole on May 22, MINUTES – APRIL 2, 2002, DISTRICT EDUCATION COUNCIL MEETING

A. Richardson outlined the process the Committee has established for the Superintendent’s Monitoring Report. A form will be made up for not only Council Members’ input, but also evaluations will be completed by 2 supervisors, 2 principals, and one Director at the District Office. This will serve as the evaluation process and the tool to evaluate the superintendent. The intent is to have the monitoring report ready in Moved by M. Laltoo, seconded by E. Savoie, that the Regular Council Meeting move into a Committee of the Whole Meeting. Motion carried. J. Stevenson led Council Members in an exercise facilitating policy development in the Moved by E. Savoie, that the District Education Council, School District 2, express to the Minister of Education our deep concern regarding the salary compression problem currently affecting District Office staff. Reid, that the District Education Council, School District 2, receive a quarterly update on the District Education Council budget, and further, that it become part of the Monitoring Report 4.3 – Financial Condition. Motion carried. The next Regular District Education Council Meeting will be Wednesday, May 1, 2002, NEXT
at the District Office at 6:30 p.m.
